The thing is, Lois doesn't *know* about the abuse-of-powers incident. Clark and Lana kinda kept that whole thing to themselves - if Lois found out about Kala smooching Dustin, and Jason's reaction, there would be SIGNIFICANTLY more discussion. As for Clark, he heard the yelling, but didn't see Jason pick up Dustin. I was writing at 4 AM, so I didn't make that clear. :(
One reason why Jason gets a little more lecturing about breaking the cup is because he's Mom's favorite, and she doesn't want to go too easy on him - Lois can be a little tougher on him because he's her favorite - and because he so rarely gets in trouble.
Lana, on the other hand, knows that Kala shuts down when you scold her. She gets scolded enough in life, and Lana rarely gets angry with anyone (but she will! Later in the story, Lana will be FURIOUS. /spoiler), so she'd rather discuss than scold. As for Jason, he knows better, and she knows he knows better. A clipped tone is enough to remind him of his responsibilities - especially when Lois just lectured him.
Luckily for all of them, Dustin hasn't thought anything of the incident. Jason's always been pretty strong, and the adrenaline rush of must!protect!sister! explains it all away. Besides, Dustin's too wrapped up in his own issues - it was embarrassing to be caught, and he does have a MASSIVE crush on Kala. Poor boy.
